COWARDLY COMPROMISE GROWING GREENER II BILL;
BETTER THAN NOTHING, BUT LEAVES THE TOUGH DECISIONS FOR LATER

APRIL 13, 2005: The PA State House passed a compromise(d) Growing Greener II bill yesterday to get the issue of a bond (reduced from Rendell's proposed $800 million to a compromise $625 million) in front of the voters at the upcoming May 2005 primary. It includes a clause noting that approval of the bond referendum does not authorize repayment of the bond through any increase in taxes or fees. Therefore it leaves the repayment funding source question for another day. While that is more cowardly and irresponsible than Rendell's originally proposed program, it does allow voters to register their say, and will help move the program off the dime (assuming bipartisan support and passage of the referendum) from its year-long state of blockage by the Republican majority.
